He has unlimited potential he has no real ceiling. This has been stated several times.

After probing, the entity Beyonder once claimed that the Hulk's potential strength had "no finite element inside."[42] His durability, regeneration, and endurance also increase in proportion to his temper.[43]
Which is how Savage Hulk, after Jean shuts down Banner, was able to overpower a god-like being:

And he was not at the "Lulz" level he is now.
