Graviton has flew from Sun to the Earth at near lightspeed, and was thinking while he was moving at such speed, and able to stop himself effortlessy to watch the dead of the Redeemer member Meteorite, so his reflexes and brain activity must be pretty damn fast, so I see him winning if he just use his powers to increase gravity to the point Flash can't even blink.

Flash has the potential to be faster.Like, if there was a race to point A to point B, people like Surfer would own him to the point where Flash is standing still.
Flash is slow to hit the speedforce mark, then he time travels.
And timetravel is also how surfer moves so fast. It's not raw speed.
