no he is not on lvl of Akuma. besides Serious Mr. Karate is UNCANON!! and about Akuma practicing Buddist don't know probaly not 😛

Gouki's always been hinted to be a buddhist. He carved the 4 devas in his island goukentou.

Not to mention the buddhist prayer beads on his neck. He might be wearing those only because they belonged to Goutetsu though. Didn't know about the statues. I know Honki ni Natta Mr. Karate is uncanon, I was refering to this current fight. Ashtar, this may be a prequel to the other fight.

Wait, there are two fights?

The Kyo vs. Ryu fight is interrupted by Shin Gouki, and then Honki ni natta Mr. Karate shows up. I'm guessing this fight takes place before that one.
