In my opinion Leviathan is beyond Skyfather, and has greater meaning. About God, God is the same everywhere. In any comics he is the same, or at least the same meaning, he is almighty, creator, he doesnt need to demonstrate power to prove it, he already has, human exist, worlds exist, galaxies exist, universe exist, Spawn exist, so he has already demonstarte the power, so its enough.

The Presence or TOAA.
It still doesn't mean every GOD is the equivalent in power. Heck, both TOAA and the Presence powers extend beyond the multiverse. Yet not every written God is multiverse level.
