Well, Firestorm the Nuclear Man does it, and he is one of the best in the DC universe.

so technically they could stop there opponents in their tracks then? how is it possible to lose with that kinda ability?

Green Lantern can do it as well. It's one of the best powers to have IMO.

Eradicator can do it.
Cyborg Supes as well.

Actually, he put them in a "cocoon" of solidified energy. Turning them into energy would have killed/unmade them and he wouldn't have been able to restore them without his time travel trick. Also, I think practically all the heralds have this power.
