Lex Luthor without a doubt and no questions asked.
Who came to Gotham's aid after the Great Quake that happened there? LexCorp.
In another comic "Batman" comic I read a couple of years ago, I saw an ordinary Gotham citizen taking pictures of a commotion going on with a LexCam. And that wasn't the 1st time I saw LexCorp products inside Gotham either. And practically all comics didn't have Superman or Lex Luthor in the comics.

I voted for Bruce Wayne. 😎
It's an insult to not even have Black Panther on the list. The Nation of Wakanda is one of the most technologically sound and advanced civilization's in the Marvel Universe. They have more cash in their back pocket than the entire United States -- Marvel Universe. With various buisnesses run throughout the world, HUNDREDS of untapped natural resources and the vibranium mound they have everyone trumped. Black Panther could more than likely buy out Wayne Enterprises and LexCorp in less than an hour.

Funny you should show the 02 version
when the 05 version puts lex much farther ahead of Wayne

In fact, he's right below Richie Rich
Before his downfall, I'm pretty sure he was the richest in DCEarth.

Scrooge should be WAAAAAAAAAAAAAAAAAAAYYYYYY above 8.2 Billion.
W-A-****ing-Y. Did you know that he owns an moon that is made entirely of 24 carat gold? Yes, an entire moon.
He was also born in 1867, so he is older then 80.
Forbes should stay in real people. 😠
I hope that anyone is not going to ask for scans... 😂
(hey, the worlds richest man is Finnish)
Maybe there's no such thing as inflation in the Duckverse.
But here's the updated list that Juntai provided. It just came out five days ago on the 2nd, which explains why I didn't see it at the time I posted the previous ranking.
1 Claus, Santa ‡ 1,651 North Pole Toys, Candy
2 Warbucks, Oliver "Daddy" $27.3 billion 52 New York, N.Y. Defense Industries
3 Rich, Richie $17 billion 10 Richville, U.S.A. Inheritance, Conglomerates
4 Luthor, Lex $10.1 billion 36 Metropolis, U.S.A. Defense, Software, Real Estate
5 Burns, Charles Montgomery $8.4 billion 104 Springfield, U.S.A. Energy
6 McDuck, Scrooge $8.2 billion 80 Duckburg, U.S.A. Mining
7 Clampett, Jed $6.6 billion 51 Beverly Hills, Calif. Oil & Gas, Banking
8 Wayne, Bruce $6.5 billion 32 Gotham City, U.S.A Inheritance; Defense
9 Howell, Thurston III $5.7 billion 60 Private Island, Pacific Ocean Howell Industries
10 Wonka, Willy $2.3 billion 57 Kent, England Candy
11 Bach, Arthur $2 billion 50 New York, N.Y. Inheritance
12 Scrooge, Ebenezer $1.7 billion 63 London, England Banking, Investments
13 Croft, Lara $1 billion 37 Wimbledon, England Inheritance, Antiques
14 De Vil, Cruella $1 billion 65 London, England Inheritance
15 Malfoy, Lucius $900 million 51 Wiltshire, England Inheritance
I also think they go by the character's stated age, rather than by their birthday, otherwise everybody on this list is going to have ridiculous ages. Who's going to believe Bruce Wayne is a millionaire playboy at 95? 😆
But it is Scrooges stated birthday in comics. At least by this:

"Details are constantly added to Scrooge's biography by many different writers. However, one popular timeline was created by writer Don Rosa, consisting of the most important "facts" about Scrooge's life. Please note this tentative timeline is in serious disharmony with the DuckTales cartoon (as well as a lot of Non-Barks comics), as much of the technology displayed in that series is simply nonexistent when working within this timeline. (Note that this timeline is not Rosa's, but attempts to incorporate elements from other authors)
* 1867: Scrooge was born in Glasgow, Scotland, to Fergus McDuck and Downy O'Drake. He had an older half brother, Rumpus McFowl. He would have two younger sisters, namely Matilda McDuck and Hortense McDuck, and a younger half brother named Gideon McDuck.
* 1877: Scrooge becomes a shoe polisher, but his first customer fools him and pays him with an American dime. He keeps the dime he cannot spend as his symbol of success.
* 1880: Scrooge emigrates to the United States. He first meets his uncle, Mississippi riverboater Angus "Pothole" McDuck, and the Beagle Boys, a family of outlaws that remain his enemies for the rest of his life.
* 1882: His uncle retires and leaves his riverboat, named Dilly Dollar, to Scrooge. The Beagle Boys destroy the riverboat in an act of revenge. Scrooge decides to try his luck in the American West and later in the year gets hired as a cowboy by cattle baron Murdo MacKenzie (an actual historical figure, one of the many that Scrooge met).
* 1883: Scrooge becomes a miner searching for silver and copper.
* 1885: Scrooge's father calls his son back to Scotland on an important family matter. Just a week before he leaves he meets and befriends the millionaire Howard Rockerduck, who had become rich in the California gold rush of 1849. He also meets Howard's seven-year-old spoiled son John Rockerduck, who will grow up to become the Third Richest Duck in the world and one of Scrooge's main rivals.
* 1886–89: Scrooge searches for gold in South Africa. During his first year there he saves the life of a duck about his age named Flintheart Glomgold. A little later they become bitter enemies, and remain as such for the rest of their lives. Glomgold later became the Second Richest Duck in the World.
* 1889–93: Scrooge returns to the United States to search for gold. He meets many famous historical figures but his search fails.
* 1893–96: Scrooge goes to Australia to search for gold but his search again fails.
* 1896–99: Scrooge searches for gold in the Klondike. During his years there he meets the saloon owner, singer and occasional thief "Glittering" Goldie O'Gilt. He continues to have a love/hate relationship with her for the rest of his life. His search for gold succeeds.
* 1897: Scrooge's mother Downy O'Drake dies, aged 57, in the Duckenburgh, Dismal Downs.
* 1899–1902: Scrooge becomes a millionaire and buys a bank. He starts building a small financial empire; by 1902 he has become a billionaire.
* 1902: Scrooge returns to Scotland to get his sisters Matilda McDuck and Hortense McDuck to come to America with him. Also in 1902, Scrooge's father Fergus McDuck dies, aged 67, in the Duckenburgh, Dismal Downs. Scrooge's mother and one of his two uncles, Angus "Pothole" McDuck (deceased in 1901, aged 72), had already died by this point. Scrooge, Matilda and Hortense are the last of the McDuck clan. Scrooge settles in the small village of Duckburg, Calisota, USA, which he chose as his home base.
* 1909–30: While his sisters remain in Duckburg and run his empire, Scrooge travels the world expanding his empire in every continent.
* 1930: Scrooge becomes the richest duck in the world, but a fight with his family leaves him with no contact with them for the next seventeen years. Note that during this year he met his ten-year-old nephew Donald Fauntleroy Duck and his nephew's twin sister Della Thelma Duck for the first time. He also first met Brigitta McBridge, a woman who fell in love with him; they continued to have a love/hate relationship for the rest of their lives.
* 1942: Scrooge feels depressed and tired and decides to retire.
* 1947: Scrooge meets his nephew Donald Duck again and his grandnephews, Della's children, Huey, Dewey, and Louie Duck. He decides to become active again and soon a circle of activities whirl around him as he attracts the attention of relatives, old and new enemies and friends.
* 1953: Scrooge's uncle Jake McDuck dies, aged 121, in Glasgow, Scotland. According to Carl Barks (1901–2000), Jake McDuck was the oldest-ever member of the Duck/McDuck family.
* 1961: Scrooge meets the Italian sorceress Magica De Spell for the first time, as she begins her various attempts to steal Scrooge's Number One Dime so she can melt it into an amulet.
* 1967: After a life of adventure, Scrooge McDuck purportedly dies at the age of 100, according to Don Rosa's unofficial timelines (though sometimes Rosa does not trust his timeline).
* 1994: According to Carl Barks, Scrooge McDuck is still alive in 1994, having found the Trojan Horse.
* 1997: Barks states that Scrooge is still alive in this year, according to the story "Somewhere in Nowhere".

Keeping all one's money out of circulation is not the best investment strategy. This was addressed in the short cartoon Scrooge McDuck and Money, first released on March 23, 1967. There, Scrooge stated to his nephews that the money in his bin is but a percentage of his total wealth. The rest is generally known to be invested in a worldwide financial empire. Comic books have stated that the money bin contains currency of personal significance to Scrooge, including the first dime he ever earned, also known in the stories as his "Number One Dime".
"And Scrooge can swim in his gold coins, dive undercoinage, and come up fully decked out in be-oooutiful jewelry! He totally got the shaft. He could buy and sell Santa ten times over. Same with Daddy "I ain't got no pupils or hair" Warbucks."
"Oops, I stand corrected: "Uncle Scrooge's fortune stands at precisely ... Five billion quintiplitilion unptuplatillion multuplatillion impossibidillion fantasticatrillion dollars. This translates into three cubic acres of money housed in the McDuck Money Bin." - Carl Barks 1994"
----------------------------
Yes...I'm a Scrooge fanboy.
haha...the world's first!
Maybe Five billion quintiplitilion unptuplatillion multuplatillion impossibidillion fantasticatrillion dollars DVD (duckville dollars) only translates to 8.2 billion USD? If we don't have a basis for comparison, like, if the average home is one fantasticatrillion dollars and the average salary is two impossibidillion dollars per year, then we can't say if Five billion quintiplitilion unptuplatillion multuplatillion impossibidillion fantasticatrillion dollars is as huge as it would be if the average salary were $20,000 a year and the average home were $210,000.
And according to one of your timelines, Scrooge died in 1967. So there's obviously some inconsistency there. Also, Forbes tends to combine multiple sources, like it did for Lex Luthor and Batman, which uses the comics, the cartoons, and the movies and randomly picks things where there's a contradiction between the three.

But (I think) everybody agree that he was born in 1800's. The Life story of Scrooge tells the same thing.
You also have to remember:

Barks is the creator of Scrooge, and I think since he was created in 1947, and he was about 80 then, it would make sense that his birth date was somewhere around 1800's.
It's all just complicated...😛

Calisota is a fictional U.S. state, created by Carl Barks and used in comic books produced by the Walt Disney Company. Duckburg is among the cities located there and possibly so are Mouseton, Spoonerville, and St. Canard. Although it has many fictional elements and a variable climate it is probably roughly equivalent to Northern California. Duckburg has occasionally been said to be seated north of Los Angeles and San Francisco.
So they use normal dollars. 😉
Scrooge just has so much money that they had to invent entire new names for his wealth. 😂

haha....but we don't know the rate of aging between issues of comics. I mean, does he recount World War I while riding around in his speedboat? Or does time travel with him? You know how it goes! Superman's basically been the same age all his life, ditto with Batman. Who knows? I just don't think Forbes is incompetent for putting his age down as 80 instead of 139, which would have had them going "WTF?"
Nah, I don't think that it is so. You see, Duckville is part of United States of America. It resides on (imaginary) state of Calisota:
But this is the United States in Universe #58372, where the inflation and exchange rate and....math...is different from our Universe! 😄

hahaha, but Santa has INFINITE wealth!

I remember this Scrooge comic...Santa was, um, broke, and he had to loan money from Scrooge. He agreed to do that in one option: he wanted 90% of all the profits that Santa made with his toys and other stuff. At the end of the issue he realized that Santa gave all his toys for free and didn't get any profit of them. 😂
When God is broke he loans some from Scrooge... 💃
