The Odinforce is basically Odin's life force/magical power distilled outside of his body. It seems tob e semi-sentient. The runes are basically a form of powerful Asgardian magic. I don't think it's been clearly defined what one can or cannot do with them, but Loki seemed fairly... impressed by Thor's knowledge.
