Yes. Just like SS should be able to fly w/o his board. But if he did any of these actions, it would change the nature/character of Iron Man, Prof X or SS himself. Another example: he hasnt cured Banner yet but could.
This is the problem when you have characters who can pretty much do anything. You either have to come up with comicological reasons why they cant/dont, or just ignore the whole matter altogether (another example, the Hulk's indestructible pants).

Radioactive Man
Pretty Much Any Cosmic Hero w/ Matter/Energy/Radiation Manipulation
Any of those guys could heal guys like:
Bruce Banner
Professor Xavier
Tony Stark
Ben Grimm
Hell, I'm willin to bet they could even heal Gladiator of his radiation weakness just by driving that weakness out of him somehow using their own radiation or energy or something.

Silver Surfer did extract the radiation from Hulk that reverted him to normal when he was trying to use this extra energy to help him escape the barrier set by Galactus, but he recalled this action for if he escaped the barrier, Banner would have eventually died. I don't have the actual comic itself so I might be translating this particular event wrong (I only have the comic where Surfer recalls this event in a later issue where he actually ends up escaping the barrier after heeding Thing's advice).

Surfer can't cure Alicia Master's eyesight permanently for some reason. As to Hulk's pants, in a She-Hulk comic, she notes her own indestructible pants based on the "Marvel" logo that's embedded on it.
