The Artemis Fowl Movie (Whats happening with it?)

I'm just interested to know...what the hell is going on with the Artemis Fowl movie?!?! It's been on and off, something about an unreleased 2005 date fort it...I mean...what the hell?
Does anyone know anything at all?
I mean the actors (rumoured some where that Hilary Duff will be playing Juliet...-dies)
