Personally I think Zero is excellent.

The RE remake is solid, but if you've already played the original on the PS then you won't find any significant changes other then graphics.
RE remake, unlike RE 4 port, actually DOES have new chunks of active story changing developments. So it does have significant changes.

Also, you don't need to know the storyline to enjoy 4, the RE storyline is nothing spectacular anyways. Two of my friends played through RE4 without knowing the storyline for the series and loved it just as much as I did.
The storyline is excellent, in my opinion. Incredibly well put together. Intriguing. Plus they do an extremely good job of tying up loose ends while creating more avenues.
If you want RE 4 in it's best version, then you should get it on the Cube. It looks better, plays better. It doesn't have a couple of extra guns and alternate route, but if that's enough to warrant getting a lesser version of the game then don't judge the game's bad controls on the PS2 version.
Twister: You think they had bad controls? How come?
