No, actually I think blaster bolts move with tremendous speed but that it just doesn't show in the movies. Why would they be so slow if not for the audiance?
I know that's bad reasoning but still, why else would they be so slow? Only for more power? They should be able to have advanced technology shooting faster than the speed of light or something.

Well if they shoot faster than the speed of light it will travel to the past in time.
