okay, i think i made it like this

i make several transparent layers with raindrops [just random white brush strokes with various opacity]

then i move them around or make them appear and disappear with each frame

and then i tween frames that need smoother blending

lightning is easy.. just two or three frames of very high contrast and then high contrast background
