I once saw a homeless dog try to eat a bird because it was so hungry.. homeless people should not be allowed to own pets if they can't take care of them.

Often homeless people become homeless whilst still owning a pet. So taking away the last thing he has to his name, that's just cruel! The dog won't do any better in the pen, it'll just get put down like the rest of them

Chances are a dog will die happier with its master than it would in a pen.
