Rules are:

Player who is the card Czar has a Black card. It's usually a question or statement with blank words. The other players pick a White card to fill in that blank. Sometimes you use multiple white cards per black card.

The Czar then chooses the white card they think is best.

Every Czar is different. Some pick the most outlandish card, some (like myself) will choose the funniest card that also fits in the blank space the best.
