In order to get my GTA V back in working order, and using that video, I did the following..

Delete the install of GTA V on my hard drive
Boot into safe mode, and Restore File System (kinda like a defrag on a PC)
Boot into safe mode again (or if it takes you back to it automatically, that’s brilliant), and then Rebuild Database
Re-install GTA V

this isn't working. still loading for 25 minutes.
