well id say its mix, for me montreal should absolutely be 100% bilingual. but at first youll always be engaged in french so then i test out their english and if i can tell they're horrible at it then id go to french but most times i like to practie my french cause i dont use it enough. and for the most part i think being bilingual is an absolute necessity
