Well to be fair, Arthur isn't a mutant, he's half Atlantean in the DC universe that's a separate species that happens to be breed compatible with Humans. Both Marvel and DC have an Atlantis and both Namor and Arthur are it's King. While Namor is also half Atlantean he's also a human mutant, making him stronger than either.
