Imagine still using early versions of windows for military installations, that's what happens when old men are in charge, they can't wrap their minds around new tech so they keep on with old crap. Well that ain't going to cut it in the future.

Navy still uses Windows XP on some ships and subs. Now private contractors have the really nice stuff.
