These school shooters are so unorganized, if they had half a brain they'd wait and
plan it right down to the exact detail. Wait for an assembly where everyone is in
the gymnasium or something, lock all the doors from the outside with chains and
padlocks, toss a few molotov cocktails in and then go in blasting. Meanwhile when
first responders show up have a few motion sensored bombs waiting to increase
the chaos. Really pump up the numbers for the high score.

In younger grades of Japanese school the kids are taught mindfulness and stuff like cleaning their own classrooms to give them character and work ethic, cliques don't figure into that too much when your entire class is working toward one goal.
