Which earth heroes or villains could compete with even low-level cosmic guys? My list would go:

4.Onslaught

6.Franklin Richards
7.Thor

it depends on whether or not these low level cosmics care about collateral damage

By collateral damage you're referring to their surroundings? Barren world with surface as hard as adamantium.

Franklin could do a lot of damage to a lot cosmic beings.
