The firebird is just a physical manifestation of the power. Its symbolic of the life and death struggle the hosts go through. However the Phoenix is the energies of creation. It was stated to manifest as the Big Bang a few months prior to this issue. Theres nothing in that issue which says the Phoenix isnt the Big Bang.

Hell's-dark-angel had a cloak made out the fabric of reality and she couldn't create a universe, destroy it maybe. Jean is the Force's form NOW. but as I've been saying there are key points in the phoenix timeline.
There wasn't a sentient form of the "phoenix force" (the power of creation) until the Merlin thing.
That is quite like an elemental.
Later on Jean grey tapped into it and then became one with the power of creation. Which she refered to as the phoenix force.
