Well, Aquaman's scanned Martian Manhunter's mind without him knowing it, he also gave a White Martian a seizure and they're high level TP's aren't they? Also, Aquaman's TP works a different way on humans that normal TP. He goes through the parts inherited from sealife. Doom's shields might not protect against this...

I'm not saying any of this this garantees he could affect Doom, i'm just saying it's plausible that he could...

Doctor Doom would hold AM in one place with his Force field and then blast him with his concussion blasts in the other hand

Lucid is actually right, I don't think Aquaman's telepathy is similar then others.
