nope. wolverines body it self had enchanced it own healing. becuase when magneto ripped out his skeleton it got a huge up grade then after he repealed cables sons trys of putting his adamantium back it up graded him further. also wolverines healing factor is always up grading it self slowly by the mroe he uses it. but he realy only had two major up grades niether one ahd any thing to do with apoc.

Apocalypse, a being well known for upgrading characters, SPECIFICALLY when he uses them as a horseman.
What happens next:
Apocalypse grabs up Wolverine to be one of his horsemen, he gives Wolverine a suit of armor and brainwashes him.
Wolverine, after being taken by Apocalypse, and put into the suit comes out punching through titanium doors and displaying durability/strength MULTIPLES of what he normally shows.
Logical Connection between the two: So, we take these facts
1:Apocalypse is known to upgrade characters.
2:We add the fact that afterwards, Wolverine is shown doing things he normally couldn't do.
3:Then, to top it all off, he's wearing a odd suit.
This would lead the normal human with a functioning frontal lobe to one conclusion; Wolverine was upgraded.
Then the next part:
Q:Was his physical body upgraded?
A:Well, we see afterwards that Wolverine, out of the suit, returned to normal. So, no, his body wasn't upgraded.
Q:Then how was he upgraded?
A:The only logical explanation is the suit upgraded him.
Q:But I thought Wolverine could lift 20tons and beat the whole world with his adamantium brain power!!!

But, your lil story doesn't fit this here scene.
IF that politician(Apoc) was totally 100% proven to be able to control crime(Upgrade Mutants) AND he did so frequently, and he stepped down(Grabbed wolverine) AND crime did rise (Wolverine DID seem upgraded). Then it'd be totally logical to say the politician (Apoc) did have the effect(Upgrading Wolverine) on crime(Wolverine being upgraded).
