Against Miracleman up to the Golden age Shazam wins - after the Golden age who knows - Bates showed in the first issue he was psychic and could make lightning he hinted other powers.
Winter had exhibited Warpsmith powers etc in the Golden Age.
By the Silver age the Miracle children played at being Marvel/DC type heroes switching bodies like the Qys in underspace. Smashing cities and rebuilding them in hours.
Mors could raise the Dead
Miracleman had the Qys and Warpsmith empires behind him.
By the Golden age - I don't think we can guess at his ppower.
The Miracleman of Marvel Earth 238 was killed by the Fury but it was stated he was the most powerful hero of all.
Who knows?

I do know by the Golden age he wouldn't bother he'd send someone else 🙂
