What's a "primarily evil planet"? Is Earth primarily evil today? What about during WWII? Slavery times? Was Earth edible then? Would the Skrull empire be primarily evil? the Shi'ar? Besides, even if majority are what you would consider to be "evil", in a planet of billions, you're still going to kill several hundred million good people - men, women, children. Is that ok in exchange for universe-scale power?
I don't think G or Surfer have the ability to revive planets they've destroyed....otherwise it defeats the whole purpose of G having to feed being tragic, haha.
