Yes, but he shouldn't even be able to. Written correctly, Wolverine wouldn't even be able to swing his hand down before Northstar belts him with a thousands hits in 1 second.
Northstar moves at multiple mach speeds, WAY faster than them. Plus he can fly, can ram into things and not be hurt [breaking through a sentinel] and has the flashbang.
