Ohh tough to call this one. DE Luke was more powerful than many of his later incarnations strangely enough.

Because he either had dark side boons or the boons of a Force bond affording him the full potential of Anakin Solo and Leia. If anything, his real power only grew meteorically, as is confirmed in Jedi Academy.
