It's for safety. Any idiot can come on and starts Posting up pointless threads everywhere, then we will have quite a fix on our hands. It's better to be on the forums for a while and get to know the rules and how the place works before you start Posting threads that are either:
[list]
[*] Already Made
[*] In the Wrong section
[*] About something completely off topic, and in the wrong place.
[*] Inappropriate[/list]

It's just better overall to wait. And is a good rule.

Every new member can create threads right away. You only need a fixed amount of post (hence the be more well known) to be able to post links. The rule was enforced to deter spammers.
