Tempest wins, dude I would pick him in a fight against iceman and we all know I dont let that happen easily.....tempest has magic that controls all water molecules...Tempest kicks his ass....

Unless he can't do it before Namor swims the distance between theem and punches him - Namor is able to swim with Mach speeds.

I go with Tempest due to his mystic backgrounds usually give him a sixth sense. However, I do not know for sure.

Doubt it will do much, since he basically is like a younger version of Aquaman and he can take lightening bolts.

But it could distract him, and give Namor a chance to smack him?
