His eyes constantly shoot out that beam that's why he's wearing his visor (IIRC the stuff comes from a different demsnion and his eyes are some kind of portal or something), he can't control it, hope copies powers but she also shouldn't be able to control when it starts and when it doesn't.

Nope. After he and Alex skydived from the plane, Scott smacked his head when he hit the ground and damaged the part of his brain that controls his optic blasts.
