yes, but still it didn't make Cheetah loose her physical attributes, her strength more importantly

So Cheetah underwater looses her speed, durability and strength?
Able to tag the Flash on land but normal human speed in water?
If that's the case then she is a very easy opponent to defeat.
She might be surprised and having more difficulty to move in water than on land but that doesn't mean she was weak.
Plus they weren't even that deep, for pressure to have an effect on her

she simply cannot breath underwater and fighting there is going to test that, especially with her metabolism

Also, she wanted to get caught. Was probably looking for a suitable time to surrender. Being surrounded by piranhas underwater, whilst being choked from behind by the King of the seas seems a good time as any.
