That's Spider-Man (in Doc Ock's body) thinking of Ottos capabilities in his body.

EDIT: hopefully they flesh out Ottos part a bit to show what could happen if Parker goes Rogue. Would be an interesting point of view.

That was my first guess, thanks.

I believe heroes are already suspecting him because of the violent methods of crime-fighting, etc. I think Daily Bugle revealed it.
