To your question, depends like Otto said in the beginning of the book he is powerful but has a monkey on his shoulders the size of manhatten, since his upgrade (not this one, the one from Mad Tinkerer) he was pretty much constantly a serious threat. One of the most dangerous on the planet was probably meant in a way like for the meta tier, I mean the guy can turn into pure electricty and move as fast as lightning. Imagine forum fight situations against someone like this.
