That scene is from a "What If?", Carver.
"What if Rogue Possessed the Power of Thor?", if memory serves correctly.
Everyone of the Brotherhood, except for Rogue, in that particular story, really did perish in that plane explosion.
In answer to your question, however, after that scene, Loki, who had been continually observing Rogue from afar, offers her the chance to use her power to fight "for justice" or whatever, taking advantage of Rogue's grief and confusion.
If you're wondering how she become so disoriented, it's because she's in shock, villain though she is at this point, over having just committed murder, and I don't refer to the plane victims, but to Thor, whom, unlike in the original Avengers Annual #10 story, she FULLY absorbed the lifeforce of in this story, though by accident, miscalculating the amount of energy she could take before lowing him down past the point of no return.
Rogue actually co-leads an assault on Asgard, and is seconds away from slaying Odin, until she pauses for a moment to truly look at and listen to him. Then she recognizes Odin is no monster, but a father grieving for his lost son whom she had taken and unwittingly destroyed, just as she had her friends and adopted family (Mystique was Rogue's adopted mother in early years) in that crash, just as she did Cody, just as she had seemingly with everything she ever touched.
She collapses in grief again herself at that point, wailing that all she ever really wanted was a life of her own. At that point, however, she has a vision of Thor, telling her to embrace all she has been given, and become the person she was truly meant to be. In fact, Thor even tells Rogue that Mjolnir was certain "from the moment we touched" of the goodness inherent in her.
Rogue reverses the attack, saves Odin from Loki, and saves the rest of Asgard from all the end-time invaders threatening it. I forget exactly how the last page ends, that was unfortunately ripped out somehow from the comic I owned of this story years ago, but I do remember the panel just before it showing Odin, comforted from his grief, realizing that, "though he lost his son, he has gained a daughter!" ...
Not a bad story. If you like Rogue displaying insane physicality, you probably won't be disappointed ...

Yeah, I knew it was a what if but it looked interesting. Wonder why they can write Rogue like that but doesn't give Thor nearly the power Rogue displayed during that scene...guess its because she isn't holding back but Thor does. I remember a scene where Rogue only absorbed a portion of Hyperion power and went crazy with just a small fraction of his power, said she felt like she can break the world in half. I would still like to see that scene from the what if rage posted.
