There are three.
The original, kid Loki, and Teen loki. Teen loki is supposed to be a magical copy of the original but he acts more like kid loki.

Lol it is. Its because Loki is such a contradicting character. He desperately wants to escape predestination but he doesnt want to lose himself in the process(which makes no sense). Kid loki was his blank slate. A reincarnation that allowed him to break his old ways and start fresh. He however wants to be the one that breaks the cycle so thats where teen loki comes in. Its funny because he sabotages himself almost every step of the way.

David reflects on his past actions, and consequences. Looking at 616 universe, and its entire divergent timelines. He decides to destroy it, and recreate it with him not longer in it, given that reality rejects a Legion where he rules he (where he is in control).

A complete Legion, is not universal. But Multiversal in Power.
