It's a damn good feat for Dick but it's probably more that having someone's powers doesn't mean they going to operate on the same level. You could give someone the Flash's powers, doesn't mean they're going to be able to use them as well as Barry or Jay could. I doubt Dick could of done this against the JLA themselves and had more success against someone mimicking them.
Still a bad ass feat though.

He's a more natural athlete than Bruce. He should be able to at least stalemate Shiva or anyone else on that list, with the exception of KK.The only reason he didn't have feats like this previously is because of the "glass ceiling" DC has/had. It's the same reason MM can never outshine Superman, despite it making sense that he should.
