Yeah, basically.

Since it's such a meta reference, TOAA generally isn't referred to. So, functionally speaking, yes, Doom is god. As were the various wielders of the combined Infinity Gauntlet (Thanos, Warlock, etc.) at that time, before the next biggest, baddest whatever-the-hell was invented. But both can be safely said to exist below TOAA.

He used the egg and boom! New phoenix. I didnt think it was supposed to work like that.

It still makes no sense for Cyclops to even remotely use anything Phoenix related. That thing ruined his ****ing life several times over.
