The point with PC Superman was that he could do pretty much anything, overcome pretty much any obstacle, express pretty much any power (including completely new powers) at any powerlevel as long as he set his mind to it and it was required to save the day. On the other hand, he could also dramatically reduce his power levels which he used to do when not fighting nor expecting danger. He could for example lower his durability enough that a simple injection needle could penetrate his skin, and he could lower his strength below even the likes of Hulk or Thor (who, while fantastically strong within MU, are nothing compared to PC Supes at his regular power levels). Thus when it wasn't necessary he wouldn't keep his full level of super speed or super reaction speed active since everyday life would get quite boring when the surrounding world appears frozen in time. Similarly, he dramatically lowered his strength level so as to not break the world by accident, or similar. But he could assume all those powers at will, if needed.
