Really? Then what about Maker? What about Doom's face and changed attitude? The Time gem would have nothing to do with that. He changed reality. Going back in time would be idiotic because there would be no way to stop the incursions and being that we already have the launch of the new comics, we know none of that stuff was relived. It couldn't have been the time gem as depicted.

Hickman says here they never quite settled on whether it was time or reality, as both could take BP back in time if needed.
As for who recreated the universe, it's pretty clearly Owen/Reed.
Doom and Reed say Reed would do a better job, Owen says okay then and destroys Battleworld, then him and Reed recreated everything. I mean in the last page you see Reed say with Owen's help he 'fixed some things he'd been wrong about' including Doom's face. And Owen was clearly the one to save Miles/resurrect his mother. And Sue says it was Reed who saved them from the Life Raft. And then we see Reed/Owen/Franklin recreating the multiverse.
So yeah, it's pretty clear it was Reed/Owen who remade the universe. T'challa just used the gem to get back to where he started in New Avengers #1, but in the rebuilt reality.

Nope, that's not what was shown to happen. Him and Reed didn't create anything, there are simply expanding the universe after BP created a new reality with the reality gem. He didn't time travel, there is evidence against that. Plus, traveling back in time to a point where the universe was doomed would be idiotic. Even insidepulse agrees it was the time gem:

Except the universe isn't the same as it was before. In the previous version of the multiverse the incursions happened and the Beyonders were there, but now they're still dead as Owen and Reed recreated everything after the fact.
Panther goes back to where he was in NA #1, except it's a new multiverse so different things have happened ( such as Miles being edited in and his mother not dying etc) so the incursions don't happen. That#s exactly why we see the Alpha Flight rocket whereas in NA #1 the first incursion happened. So the world is not doomed, T'challa goes back to that point so he can advocate a new way of doing things as he was saying.
And Doom changed because Reed and Owen did it. Reed literally says 'I changed some things I was wrong about' as the art shows Doom in his castle with the fixed face.
And Reece didn't do stuff before because at that point what he Doom and Strange did was the best way of doing things. Reed even says his last goal is just to persuade Owen there's a better way than Doom.
