That version is powerful enough to change Daredevil from a blind man to a sighted one.
DC's extra-terrestrial version of nanotechnology, however, proved capable of making beings that could render Superman and Supergirl helpless. Check out the first Superman arc of the current DCnU.
Now, of course the pills are a throwback to Silver Age shenanigans; indeed I have a comic where Batwoman becomes a super superheroine, and I don't imagine said comic was the only one ever to use that device; the comic "science" behind the current incarnation is fairly solid as far as these things go.
As for Harley's hammer, check out Superman/Batman #19 from a few years back. Note that Harley here doesn't have Kryptonian Nanotechnology, but what she's still able to pull off :

On top of the dickery, it's actually a great page because we see that Mxy fully grasps the concept that he is a metatextual/fictional thought-form. He exists because 'we'(the real world comic book readers) believe he does.
...That one page pretty much summed up all of Morrison's work on The Multiversity. 👆
