As a basic premise, I agree with this. In fact, in the instance described, Supergirl summarily bound Harley by simply bending and wrapping the long metal handle of that hammer around Harley's arms and then back handing her.

In the specific instance of Injustice Marvel versus Harley, however, which we were discussing 2 or 3 pages back, we don't see Harley PHYSICALLY beat Captain Marvel any more than we saw, say, Green Arrow beat Captain Marvel in JLA/JSA Vice and Virtue:

In either case, victory came from Billy being tricked into saying his magic de-transform word, not direct physical attack.

It's worth pointing out, that, even though he's a powerhouse, characters physically weaker than Harley have proven able to contend with the Captain.

I'm not sure it really operates at any high level anymore. I think Billy is just an idiot these days in any universe.

Really though, Injustice is just Injustice - the series is written as purely disposable weekly entertainment with little regard for any power levels, internal logic, or consistency, and most of the characters behave like idiots most of the time. So I can forgive just another piece of silliness. But Injustice aside, I really hate what they did to Captain Marvel in the reboot. He's gradually become more and more of an immature kid over the years, which was annoying, but these days he's an immature, snot-nosed, bratty, and completely utterly stupid kid as well. And he seems to be just a physically weaker childish electrical guy now. Every time he goes into one-on-one battle against someone these days (especially against someone weaker) I fully expect to see the fight end with him somehow de-powered and chumped, or just plain beaten up.

Too bad because I used to like him, but as a character, he's fared even worse than Superman in recent years.

In that issue didn't they say they were weaker than Superman and getting stronger. WW pointed out they were gaining strength as the fight dragged on. Still, GL holding 100,000 weaker Kryptonians behind the shield for a while is not bad, even though he can't seem to hold guys like Superman or WW on earth.

First time I saw her in a comic, for instance (she started out on the Batman Animated Series Cartoon Show, remember) Harley actually knocked the door of a bank vault loose with that hammer of hers. Then she used Supergirl for batting practice and knocked HER away. Recently I saw on some thread where Harley managed to out leap and out flip Catwoman, who had a head start trying to get to her destination, got in front of Selina before Selina had even gotten to the top of her leap, and shot her with her "Pop" gun. Prior to that I saw Batman get slung by Harley at the end of a Batline as if he were weightless, and also saw her bring an insubordinate henchman named Nixon to his knees just by squeezing his hand. Harley for a long time has been shown VERY much stronger than the average person probably realizes.

In those Justice League scans it clearly said multiple times that they weren't as strong as Superman but were gaining strength. Eventually they got to his level, but that was literally right before they all got depowered. It's clear as day if you just read the scans. Also, they were breaking Hal's constructs in a scan when they still weren't as strong as Superman yet. Something to consider.
