When it comes to Villains, it should most definitely mean that because 9 times out of 10, someone is going to try and take your position due to them being more powerful. Hero's is understandable but making a team of Villains listen to you when you are overall weaker is almost next to impossible.
Norman Osborn, leader of the Dark Avengers, says hello.
As does Luthor.
Joker (who had his own supervillain action when they were exiled to that prison planet).
Alexander Luthor
Amanda Waller.
Sinister Six.
Power isn't everything.

Alexander Luthor was arguably the more powerful.SBP turned out to be insane, but Alex was no slouch.
Anyways, Carvster posed a very good question. Considering most of these guys have an ego the size of a planet, it's interesting how Zod seems to be heading this group. Most likely they'll have some game of thrones like power play where their alliance will implode.

But looking back at that list....Metallo doesn't really care. Eradicator helps Kryptonians (so potentially it's Zod with Eradicator backing him up). Cyborg Superman just wants to die (last I remember).
Really, it's just Mongul. And tbh, it's only a cover, we don't even know they'd be teaming up.
