There were some stupid powerful people in that bar (Wanda, Voodo, Damian, Shaman etc) that wanted nothing to do with Loki...but that outburst is a real backwards step for his characterization. Then again in the next scene it seems he's just trolling everyone.
Also I miss adult Loki. Everyone was terrified of him. He's been a teenager too long. They really don't know what to do with him right now.
