It was established that Wally West was the fastest Flash and the fastest man who ever lived rather clearly. Wally West did things Barry Allen couldn't imagine from what I recall. This is established even more thoroughly based on what killed Barry, and what Wally was able to do and survive, even back in the day when he was less powerful.

Wally > Barry

I honestly am wondering what's done to prove otherwise.

You're wrong. Wolverine's bone structure is superhuman durable. His bone claws were able to cut through steel with ease... and it was stated that the rest of his skeleton is just as dense.
