Statements about who's "more powerful" are quite meaningless when the powersets are qualitatively different. One can unambiguously state that Juggernaut is more powerful than Luke Cage since Juggernaut possesses every superpower that Luke does (strength, durability) at higher level, plus some extra as well (unstoppability, regeneration, ...). In contrast, whether Colossus or Kitty is the more powerful one, is highly subjective and context-dependent.

If one values strength, durability and speed then Superman is definitely more powerful than MM. But if one puts a lot of emphasis on telepathy and shapeshifting then J'onn is the man.
