I agree that he does seem useless without the Horseman upgrade (or his secondary mutation).
But the fact is, he's been surprisingly competent for "just a guy with wings" --- he even fought Iron Man a little.

He's got enhanced stats across the board, so he's stronger, faster, ridiculously more agile, and has better senses than baseline Humans/mutants. Like, even above the standard enhancements that all comic humans seem to have. Couple that with his training, and any competent writer could easily make him look really impressive, especially if he fights while using his wings as if they were extra limbs, thereby lengthening his reach.
He just lacks any kind of real ranged attack.
TBH though, all of the original X-Men bar Jean could be written as being much more impressive than they are, and it wouldn't even need any kind of retconning; modern writers just don't seem to know this. Or they don't want to.
