It was expected. Every crossover, Superman has to make the other character look good. Like Slade's impenetrable Ikon Suit (Until Batman penetrates it). Or how he can't hit Mongul as hard as a train construct from Kyle Rayner. Or how Vuldarian Guy Gardner hits harder then Doomsday.
At least Damage looked better then Guy Gardner did, and didn't get knocked out.

He's the strongest character either Superman or Wonder Woman have faced [according to them], and Superman held him still for 22 minutes, while specifically not trying to beat him.

Damage is stated to be infinitely strong too. Hyperbole but he is a legit powerhouse.
