not surprisingly,superman once tacit ultra boy is as strong as himself,but in later plot,superman breaking through chains that ultra boy couldn't break.and once superman told he couldn't move planet like in worlds stealer,but in justice league issues flashback,superman already managed move earth(also when he moving earth prevent it slip to sun,he need counter starbreaker power)
superman plus,superman tacit ultra boy is as strong as himself,but in later plot,superman breaking through chains that ultra boy couldn't break

anyway,characters said not absolute equal to fact,some because characters personality,like superman he think himself is human at subconsiousness,also he is a modest man,so he always will underrated himself.and some because writers,like byrne era superman said he couldn't moving planet is definitely writer(byrne)want express,but another writer like justice league think superman could moving planet.
