That Steel transposition was odd.

Yeah, it was actually Supes.

Context: the guilt Bruce is feeling about the recent death of his colleagues during 'Heroes in Crisis' is making him start to lose it a bit, which is why he had that brief hallucination of Steel(who was killed) in that panel.
