It's getting pretty bad if a second-stringer mad scientist like Harrow can do this.

Seriously, if the technology now exists in the MU to instantly depower everything including Sentry powers, mutants, artificial mutations, gods, alien powers, Moonstones, chemical and physical enhancements, and everything else there, then it would be the end of these guys. Superhumans would never be safe again - the technology would get out there or be copied or reinvented eventually.
